Post-Tropical Cyclone Bill weakens as it heads northeast, hurricane center watching two other Atlantic systems

After forming late Monday, Tropical Storm Bill weakened to a post-tropical cyclone Tuesday night and continued its northeast course into cooler waters, the National Hurricane Center said in its final update on the storm.
